On December 19, 2023, President Biden signed into law the Duck Stamp Modernization Act of 2023. This Act modifies provisions regarding the Migratory Bird Hunting and Conservation Stamp, commonly referred to as the Duck Stamp, now allowing an individual to carry an electronic stamp for the entire waterfowl hunting season.

This law will not affect the current 2023-2024 hunting season. Since September 1, 2023, marked the start of the 2023–2024 hunting season, we will keep enforcing the current rules.

We are currently developing an implementation plan and schedule and assessing how this will affect our current E-Stamp partnerships.

To hunt legally, migratory birdwatchers who are 16 years of age or older must have a valid, signed Federal Duck Stamp in addition to state licenses and permits. When a person purchases an E-stamp online, they can use the certification to legally hunt for 45 days while waiting for their physical stamp to arrive in the mail.

America’s wildlife and habitat have benefited greatly from the contributions of hunters, as demonstrated by the Federal Duck Stamp Program’s success. Waterfowl hunters and others have been contributing to the preservation of over 6 million acres of wetland habitat for almost 90 years by purchasing Duck Stamps. We are grateful for the Duck Stamp’s ongoing support and will work to develop an implementation strategy for the Duck Stamp Modernization Act.

Conservation revenue stamps known as Federal Duck Stamps are made possible by the direct donation of 98% of purchase prices to the National Wildlife Refuge System’s conservation easements and the acquisition and preservation of wetland habitat.
