On December 19, 2023, President Biden signed into law the Duck Stamp Modernization Act of 2023. This Act modifies provisions regarding the Migratory Bird Hunting and Conservation Stamp, commonly referred to as the Duck Stamp, now allowing an individual to carry an electronic stamp for the entire waterfowl hunting season.

This law will not affect the current 2023-2024 hunting season. Since September 1, 2023, marked the start of the 2023–2024 hunting season, we will keep enforcing the current rules.

We are currently developing an implementation plan and schedule and assessing how this will affect our current E-Stamp partnerships.

To hunt legally, migratory birdwatchers who are 16 years of age or older must have a valid, signed Federal Duck Stamp in addition to state licenses and permits. When a person purchases an E-stamp online, they can use the certification to legally hunt for 45 days while waiting for their physical stamp to arrive in the mail.

America’s wildlife and habitat have benefited greatly from the contributions of hunters, as demonstrated by the Federal Duck Stamp Program’s success. Waterfowl hunters and others have been contributing to the preservation of over 6 million acres of wetland habitat for almost 90 years by purchasing Duck Stamps. We are grateful for the Duck Stamp’s ongoing support and will work to develop an implementation strategy for the Duck Stamp Modernization Act.

Purchasing Federal Duck Stamps, one of the most effective conservation instruments ever developed to preserve habitat for birds and other wildlife, is one of the simplest ways that anyone can support the preservation of bird habitat.

Conservation revenue stamps known as Federal Duck Stamps are made possible by the direct donation of 98% of purchase prices to the National Wildlife Refuge System’s conservation easements and the acquisition and preservation of wetland habitat. Wetlands purchased with Duck Stamp money contribute to the improvement of outdoor recreation opportunities, flood control, soil erosion and sedimentation reduction, and water purification.

A Unique and Collectible Work of Art

The Duck Stamp, also called the Migratory Bird Hunting and Conservation Stamp, was created in 1934 after President Franklin D. In later years, the Migratory Bird Hunting and Conservation Act was amended from the Migratory Bird Hunting Stamp Act, which Roosevelt signed. The first Duck Stamp was designed by J. N. “Ding” Darling, the former head of the Bureau of Biological Survey, which was the predecessor to the U S. Fish & Wildlife Service).

The Federal Duck Stamp is distinct not only because it is the only conservation revenue stamp but also because of the way it is made. Each year, the U. S. Fish Any artist who is at least eighteen years old is eligible to enter, and the winner gets to have their creation appear as the artwork on the Federal Duck Stamp for the upcoming year.

The Federal Duck Stamp Art Contest is free to enter, and anyone can see history being made as judges choose the winning piece of art from hundreds of submissions.

Stamp collectors from all over the world cherish Federal Duck Stamps because they are little pieces of art. The Duck Stamp Licensing Program allows the stamp to be used on goods like blankets, mugs, t-shirts, and calendars.

Many states issue their own duck stamps. The stamps serve as collector’s items in some states, but they also play a similar role in hunting and conservation to federal duck stamps in other states. Certain states host competitions to select the artwork for their stamps.
